Signing Royal decree by Her Majesty the Queen
If the minister makes a positive decision on the nomination then he presents to Her Majesty the Queen the draft for a Royal decree. After Her Majesty the Queen has signed the decree, the responsible minister also places his signature, the so-called countersignature.

The Royal decree contains the words 'Hebben goedgevonden en verstaan' ('Have permitted and understood'), followed by the appointment. Only if a foreign head of state or a member of the Royal family is being decorated is this text replaced by 'Hebben besloten en besluiten' ('Have decided and decree').

After the countersignature has been placed, the decree can be carried out. The Chancellery of the Netherlands Orders receives a copy of the Royal decree and then supplies the actual decorations. The minister ensures that these are received by the administrator responsible for the conferral.
