Advice by the Queen's Commissioner
The advice by the mayor is sent with appendices in triplicate to the Queen's Commissioner for his province. The Queen's Commissioner also gives his advice on the nomination.

In addition to the question of whether the person deserves an honour, the Queen's Commissioner also advises on the order that could be conferred, which grade he feels would be suitable and whether the suggested occasion is suitable. The advice may differ from the advice of the mayor. In that case, it is customary to consult with the mayor to discuss any changes to the advice.

The Queen's Commissioner then sends the file with his advice in duplicate to the Civil Honours Advisory Commission.
