Mayors and Queen's Commissioners
Naturally, a nomination to confer an honour on a mayor is not submitted to the mayor himself. Instead, it is submitted to the Queen's Commissioner of the province where the mayor lives. The Queen's Commissioner sends the nomination, together with his considerations and advice, to the Civil Honours Advisory Commission.

In the case of the nomination of the Queen's Commissioner, the nomination is submitted to the mayor of the town where the Queen's Commissioner lives. The mayor sends the nomination, with his consideration and advice, directly to the Civil Honours Advisory Commission.
